Regional HR and Administration Manager

RECOFTC – The Center for People and Forests holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity building for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 20 years of international experience and a dynamic approach to capacity building – involving research and analysis, demonstration sites, and training products – RECOFTC delivers innovative solutions for people and forests. 

RECOFTC is currently seeking a Regional HR and Administration Manager. The successful applicant will be based at RECOFTC’s Bangkok headquarters.  The contract duration is for two years with a possibility of extension

POSITION SUMMARY:
The Regional HR and Administration Manager will be responsible to the Corporate and Support Services. S/he will provide both strategic and operational leadership in the area of HR in both Head Quarter and country program office, to ensure smooth running of the HR and Administration Section in accordance with the Policies and Procedures of the organization, and create a working environment where all employees are able to improve and sustain their productivity.

  1. Prepare and review plans for human resource requirement of RECOFTC. This is specially relevant now as RECOFTC is embarking on a new five year strategic phase from 1st October 2013.
  2. Facilitate all recruitment as per the organization’s policies and procedures; assist in preparation of Terms of Reference where needed
  3. Prepare induction/orientation plan for new recruits, and recently promoted employees at job changes in consultation with the concerned Unit Heads and implement the same
  4. Take ownership of the performance evaluation process, and ensure timely completion of all performance evaluation in the organization.
  5. Deal with attendance, leave, increment/reward, compensation/promotion cases of the employees under the set rules within manageable interest and maintain direct contact with the Unit Head for smooth discharge of those functions.
  6. Oversee management of Thai VISA for all international staff
  7. Deal with the adjustment of existing human resources with advice from Unit Managers.
  8. Handle all types of disciplinary actions relating to personnel matters and maintain close contact with Unit Managers in dealing with actions.
  9. Plan, implement and monitor all types of policies, rules and regulations relating to human resources administration.
  10. Deal with absenteeism and turn-over with assistance from Unit Managers.
  11. Develop systems and procedures relating to human resources administration
  12. Maintain employment records and statistics.
  13. Create and maintain network with the HR professionals in the region.
