I. BACKGROUND
The Cambodia National Council for Children (CNCC) was established in 1995 with responsibilities to provide comments and coordinate activities relevant to children including assisting the Government in monitoring and reporting on the implementation of the CRC Convention and its Optional Protocols as well as national programs for children. CNCC is working with Development Partners to develop a Child Rights Manual for trainer and training of trainer (TOT).
In order to promote awareness and responsiveness among government agencies on the Rights of the Child in Cambodia at national and sub-national level, CNCC need to have well-developed and structured manual on Child Rights Training Manual and Pocket guide for participants to be used for training to relevant focal points and officials at line agencies of the Royal Government. The manual would serve as guide for line ministries and relevant agencies for mainstreaming into their sector plan and to help them address to the UNCRC concluding observation reports. Moreover, it would also help promote better understanding among government officials on issues relating to CRC and how they should act to ensure the CRC and relevant protocols are well respected. Recently, there are many ministries/institutions and NGOs who are working related to children and have developed the Training hand out, training manual on Child Rights but those may not serve CNCC's objective and work.
In the 3rd quarter 2012, CNCC cooperated with UNICEF to commission a consultant team to develop the Child Rights Training Manual and Pocket guide for participants. To do this, CNCC is seeking for a qualified individual consultant or team of consultant to undertake this assignment.
II. OBJECTIVE OF THE CONSULTANCY
The objective of the consultancy is to develop a set of Child Rights Training Manual for trainers and Pocket guide for participants and conduct training of trainers (TOT) to CNCC officers.
