Consultancy - Study on HI Impact on the Environment Proposal to Reduce HI Carbon Footprint and Others Pollutions

Handicap International Federation (HI-Fed) is an international non-governmental organization (INGO) which has been working with the Cambodian Population since 1982. 

Decision to merge HIF and HIB sections from 2013 leaded to the development of a joint Regional Program Framework for the period 2013-2017. This revised framework reinforce HI mission focusing at responding to people with disabilities’ essential needs, improving their living conditions and promoting respect for their dignity and fundamental rights. 3 axes will complement each other towards this objective: prevention, access to services (with a focus on health and rehabilitation) and participation & empowerment.

In addition to this mandate-specific objectives, HI CaT strategy identifies cross-cutting issues and put a particular focus on environmental issues and climate changes.

Indeed the CaT strategy says:
“Within the framework of the CaT 2013-2017 RPF, HI will set up responsible and environment-friendly rules and take simple measures contributing to limit the CaT program carbon footprint to ameliorate the vicious circle of poverty, pollution, and environmental decay which strongly impacts the lives of the most vulnerable people in Cambodia, as well other countries.”

Main Objectives

  • The CaT program organizational framework offers room for environmental issues to be followed-up,
  • The CaT team knowledge, attitudes, and practices (KAP) on environmental issues, global sustainable development, and climate change are modified,
  • Basic environment-friendly measures are taken and ‘Green indicators’ defined, applied, and followed-up,
  • Goods and services purchasing policies include environment-friendly criteria,
  • Donors proposal include environment components 

Objective of the consultancy
The main objective of the assignment is to assess the current carbon foot-print and other pollution of HI CaT program and support the definition of an internal policy to reduce it.

Within this policy, the consultant should put an emphasis on staff awareness-raising and propose specifics activities to implement such sessions.
