Description
Malteser International (hereinafter referred to as Malteser) is the worldwide humanitarian relief service of the Sovereign Order of Malta and legally a division of Malteser Hilfsdienst e.V. based in Cologne, Germany. Malteser is a charitable organization recognized as a relief agency according to the Geneva Convention. In Cambodia, Malteser is currently running several health projects in Oddar Meanchey, Banteay Meanchey, Siem Reap, Kampot, and Preah Vihear Province.
Information about the Project
Malteser has received a grant from the Deutsche Gesellschaft für Internationale Zusammenarbeit, hereinafter referred to as GIZ, for the implementation of the development operation of “Health Centre / Hospital Assessment and Construction Supervision in Kampong Thom Province and Kampot province” (GIZ contract.-No. 81155395), and intends to apply a portion of that grant to payments under this contract. GIZ will establish the final amount of the grant and will liquidate it to Malteser on completion of the operation on the basis of the expenses presented and declared eligible. No party other than Malteser shall derive any rights from the grant or have any claim to its proceeds. Under no circumstances or for no reason whatsoever will GIZ entertain any request for indemnity or payment directly submitted by the humanitarian organization’s contractors.
Objective of the Call for Tenders
In accordance with the overall targets of the above mentioned operation, Malteser plans to contract the rehabilitation, including labour and materials, of the following health facilities in Kampong Thom province:
- Tbong Krapeur Health centre, Kampong Thom district, Kampong Thom Province
- Prey Proh Health Centre, Kampong Thom district, Kampong Thom Province
- Meanchey Health Centre, Kampong Thom district, Kampong Thom Province
- Sandan Health Centre, Kampong Thom district, Kampong Thom Province
- Prolay Health Centre, Stoung district, Kampong Thom Province
- Samproach Health centre, Stoung district, Kampong Thom Province
- Kroya Sakream Health centre, Stoung district, Kampong Thom Province
- Treal Health centre, Barray Santuk district, Kampong Thom Province
- Kampong Thmor Health centre, Barray Santuk district, Kampong Thom Province
- Taing Krosaing Health centre, Barray Santuk district, Kampong Thom Province
- Kampong Thom Provincial Hospital, Kampong Thom district, Kampong Thom Province
- Stoung Referral Hospital, Stoung district, Kampong Thom Province
The technical specification of the works required for the implementation of the above mentioned project are detailed in Annex 1 containing the respective Bill of Quantity, Scope of Works and Technical drawings which are part of this Call for Tender.
The suppliers are invited to present an offer complying with the requirements specified below:

2. The deadline for the delivery of the offer is Friday 20th September 2013 at 03:00 p.m.
3. The offer shall be written in English.
4. The envelop must state the following information:
- Name and address of the company,
- Reference to the tender procedure: GIZ PN 81155395; Malteser International 2359-50-B
- Address to which the offer is being submitted
- The words “Not to be opened before the 20th September 2013” written in English.
5. The offer should be valid until 20th December 2013.
