Mid Term Review “Indigenous people mobilise for their communal land security

Background
Trócaire Cambodia is implementing an EC funded programme seeking to promote indigenous peoples land rights in Ratanakiri province (north eastern Cambodia) since March 2012. The programme will run until 2015 in partnership with five organizations: DPA, NTFP, HA, NGOF and BCV.

The midterm review of the programme is envisaged to assess the programme performance in specific areas with a view to assessing and illustrating change among select target groups to date, informing programming; deepen innovative approaches, and best practices.

Outcomes of the programme
LTO 1: Targeted IP communities in Ratanakiri are taking collective action to protect their land rights and culture and demonstrating their right to Free Prior and Informed Consent

LTO2: Targeted IP communities in Ratanakiri have increased land tenure as a result of obtaining communal land title and interim protection measures

LTO3: National policies on land and ELCs prioritize the rights of IP and are implemented effectively at National and Local levels

Purpose of the Midterm Review
The rationale for this review is to assess the progress of Trocaire’s Land Rights programme in Cambodia from March 2012 to September 2013.

Objectives of the Midterm Review

(1) Impact: To assess and document the extent to which the programme’s overall objective are being achieved or are likely to be achieved. Provide an analysis of the progress of the programme against baseline findings;
(2) Relevance: To assess and document the extent to which the programme as whole and the partner supported projects have been relevant to and in line with the needs of the target communities and reflect on contextual changes
(3) Learning: Strengthen the approach and learning on key issues (advocacy, monitoring and programme cohesion)
