HIV Flagship is a USAID funded a consortium led by KHANA, a leading Cambodian HIV/AIDS organization, and partners FHI 360 and PSI, non-profits with proven public health and development experience around the world, to advance a new model of technical support for HIV programming in Cambodia. This model aims to build the capacity of national and community organizations to strengthen and sustain the fight against HIV in partnership with the Royal Government of Cambodia as the country strives to reach its three 0 goals by 2020: 0 new infections, 0 HIV-related deaths, and 0 stigma or discrimination against those living with HIV.

RESEARCH/M&E OFFICER

The Research/M&E Officer will provide technical leadership and oversight to ensure strong M&E systems are in place for the Center of Excellence (CoE). The incumbent will work closely with HIV Flagship Consortium Partners, government counterparts, and other NGO partners to strengthen M&E system in the CoE.
The Research/M&E Officer is based in the Center of Excellence (CoE). The Officer functions mainly under the supervision of the Project Coordinator/Project Manager/Program Manager. S/he works in close coordination with other programs under the CoE. '
FP/HIV COUNSELOR

S/he will work closely with partner agencies and establishment entertainments to promote contraceptive uptake and providing informed choice counseling and family planning methods, particularly long acting methods, to entertainment workers, casino workers, and PLHIV and SMARTgirl clubs and at venues, as part of an RH/FP/HIV integration approach.
S/he will ensure linkage and referral system to refer EWs, CWs and PLHIV to government health facilities and NGO partner clinics (such as MSIC, RHAC, etc) to where the supplies are available.
S/he will collaborate with Provincial Health Department, Operational District, Referral Hospitals and Health Center in PP to inform the encounter problems, help to solve out the problems related to FP/HIV integration service and ensure the FP commodities are available.
S/he will prepare and submit monthly highlight report and quarterly FP/HIV integration, STI, VCCT and Capacity Building reports following a reporting standard.
S/he will follow up on issues and ensure regular communication to achieve high quality programming and maximize program effectiveness in close coordination with the partner agencies and donors.
S/he will represent organization and provide technical input at the provincial level technical and coordination meetings on HIV/AIDS and STI/RH issues.
