Background
Forum Syd’s Democracy and Human Rights Program supports 17 local Cambodian NGOs working to promote Human Rights and Democracy, especially the right to access Natural Resources and practice effective Natural Resources Management.

To achieve this output Forum Syd provides small grants directly to 55 Community Based Organizations (CBOs). The CBO Project funding is currently channeled through 3 local partners, NGOs FACT, VSG, and MVi. The Program is in its 4th year of implementation. 

Scope of the assignment and limitation
The assignment’s Terms of Reference (ToR) will be to review Forum Syd’s current direct of 55 CBOs via 3 involved partners:  FACT, VSG, and MVi.  The assignment aims to understand to what extent Forum Syd’s Human Rights and Democracy Program contributes to the CBOs in their advocacy efforts to protect natural resources, and to develop future improved strategies. The primary basis for the assessment is the current practices of CBO project, including CBOs that are being supported by Forum Syd’s Joint Climate Change Project (JCCI) to non-funded organisations also interact with these CBOs. 

Objectives
The purpose of the assessment is to analyze the following three dimensions:

FUNCTIONALITY: To conduct an analysis of the effectiveness and efficiency of the current CBO Project structure originally proposed in its 2010 – 2013 strategy.

SUSTAINABILITY:
To understand more closely current CBO capacity of self-management and sense of ‘ownership’ from the CBOs with regard to the planning, implementation, and reporting of Project interventions.

To identify any challenges CBOs are facing in relation to Project implementation and collect recommendations for improving their work process.

INFLUENCE/VOICE: To examine how the CBOs claim their rights related to protecting and controlling natural resources in their respective areas.

Profile of the consultant
The Consultant should have proven experience in CBO development work in Cambodia. Good knowledge of funding and grant management is essential. In addition, the Consultant should have a good overall knowledge of human rights and democracy for NRM.
