Background
Climate change has various negative impacts on livelihoods of rural farmers most of whom which mainly rely on agriculture (livestock and rice production) for living. The climate change-related livestock project gets financial support from UNDP-CCCA-Trust fund secretariat located in the Ministry of Environment to implement its activities in 2 provinces of Pursat and Takeo for the duration of 15 months. The project aims to improve animal production through (1)-improvement of understanding of farmers and relevant stakeholders of climate change-related animal production and preparedness; (2)-improvement of animal health services; (3)- improvement of feed availability; and (4)-effective support climate change-related livestock intervention committee.
Project is looking for Consultants/ Firm to conduct the End- Line Survey
DUTY STATION: Phnom Penh and travel to Takeo and Pursat Provinces
DURATION OF ASSIGNMENT: 1 month
TARGET START SCHEDULE: 15 February 2014
Purpose of the End-line study
The findings from this end-line study will be used to measure the output indicators and impacts.
Objectives of Study
The end-line study shall provide:
- End-line status on all impacts, outcomes and key output indicators and against the baseline results was conducted pre-project started;
- Provide analytical report on likelihood behavioral changes/adoption rates as pertains to various planned interventions versus livestock production and other issues;
- Assess potential for project ownership and sustainability of the proposed interventions;
- Identify, challenges, lesion learned, conclusion and recommend opportunities and synergies for better results and leverage / linkages; and
- Expected positive and negative effects/risks of the project, and possible mitigation measures.
- Measures the integrated gender in several project interventions
Scope of the Study and Methodology
The end-line study will be conducted in 4 communes (Kork Po Commune of Borichulsa Dristrict, and Khvav Commune of Samrong District of Takeo Province; and Santre Commune of Kravanh District, Meteuk Commune of Bakan District of Pursat Province) to measure the qualitative and quantitative of the expected and actual outcomes and indicators stated in the project documents which mainly include:
- Understanding of climate change and related livestock production;
- Application of adaptation measures;
- Animal mortality and morbidity
- Capacity of stakeholders related to climate change and livestock production
- Review document to complement other information sources
- To collect information widely across all groups, involvement government officers
- Interviews with beneficiaries, livestock committees, local authorities, VAHWs, District Vets, Office of Animal Health and Productions (OAHPs)
- The tools uses could be FGDs, GDs, Observation, literature review etc.
Planned Outcome Indicators: (Qualitative or Quantitative)
- % of farmers whose understanding of climate change and animal production inter-relationship has been improved
- % of staff of extension services and government departments whose understanding of climate change and animal production inter-relationship has been improved
- % of households in target areas reporting a reduction in their vulnerability to CC as a result of project activities
- % of household applied adaptation measure demonstrated
- % reduction in animal mortality during extreme drought
- % reduction in animal morbidity during extreme drought
- % reduction in animal mortality during extreme floods
- % reduction in animal morbidity during extreme floods
