Organization Description
Operation ASHA is an NGO that delivers healthcare services to the disadvantaged in the community, with a particular focus on detecting, managing and treating Tuberculosis (TB). We have operations in India and Cambodia, and our care model has been replicated in parts of Africa as well.

In Cambodia, we work closely with the National Tuberculosis Program in 5 Operational Districts, in Phnom Penh and Takeo province serving 7.5% of the population. This year, we are expanding to 11 more Operational Districts. More information on Operation ASHA can be found at http://www.opasha.org/

Job Description
The Operational District Coordinator is key to ensuring the smooth delivery of TB services (from cough to cure) in their Operational District. The successful candidate is excellent at building working relationship with multiple stakeholders in a short time (i.e. public health care staff, patients, volunteers, NGOs, private pharmacies and the local community) and can work independently to troubleshoot issues to get the program moving.

The Inclusive Healthcare Project focuses on improving the accessibility, appropriateness and quality of healthcare services for people with disability. Awareness, advocacy and service provision activities focus on children 0-6 years with disability or at risk. HI also works with Disabled People’s Organizations and disability-related NGOs to provide technical assistance to health structures about needs and barriers to services through participation in meetings, presentations, health center management committees, sub-sector planning, etc.

INTRODUCTION
Launched in 2001, Better Factories Cambodia (BFC) aims to improve labour standards and competitiveness in global supply chains. BFC is part of the ILO Better Work programme.

Improving labour standards in global supply chains is an important part of a pro-poor development strategy. Ensuring that workers’ rights and entitlements are protected helps distributing the benefits of trade. Better Factories Cambodia supports enterprises in implementing the ILO core international labour standards and Cambodian labour law. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers. Improved labour standards also help enterprises be more competitive through higher productivity and quality. These benefits help build the business case and supplier support for improved labour standards.

Better Factories Cambodia  aims to improve conditions for some 500,000 workers in the Cambodian apparel and footwear industries.. The project has three components:

  1. Enterprise assessments against (a) the principles of the ILO Declaration on Fundamental Principles and Rights at Work, 1998 and Cambodian labour law and (b) quality and productivity;
  2. Enterprise advisory, training and capacity building services designed to support practical improvements; and
  3. Stakeholder engagement and sustainability.

Function
To provide professional level enterprise advisory services including the conduct of independent enterprise assessments against labour standards and the provision of enterprise level consultancy services to support remediation and enterprise improvement. Enterprise assessments and progress reports will be accessed by enterprises, international buyers and government ministries and will contribute to public reporting. The work of enterprise assessor/adviser has a direct impact on enterprise performance and access to markets. The function requires substantial work in the factories.

Supervision and Guidance
The Better Factories Cambodia Assessment/Advisor reports to the BFC senior management team member responsible for monitoring and advisory based in Phnom Penh, Cambodia. Guidance and advice on technical or procedural aspects of the work are received as required. Judgment, initiative and creativity are required in translating project tools and approaches at the enterprise level. The work product is controlled by the supervisor for technical soundness and appropriateness.
