Consultant for Developing National Plan for Child Development (2015-2025)

I. Background
Cambodia National Council for Children (CNCC) is a mechanism to coordinate and propose recommendation concepts to the Royal Government of Cambodia of the work that related to childhood, development, protection, promotion welfare and engagement of the child. CNCC is inter-ministerial body that has 26 member ministries.

II. Purpose of the Consultancy
The purpose of the consultancy is to development of the National Plan for Child development  (NPCD)2015-2025.  The NPCD serves as a coordinated plan that brings together all the commitments that the Government has made to ensure that children’s rights are protected and implemented. The plan is a step by step guide of the things that need to be done to ensure that children are alive, healthy, protected, feel safe, well taken care of, educated and able to participate in matters important to them. A National Plan for Child Development  tells what needs to happen to make sure that rights of children are implemented, who is responsible and by what date. The NPCD will serve as a realistic and practical plan for coordinating the Recommendations of the UN Committee on the Rights of the Child, ASEAN Declaration, RGCs goals, objectives, and strategies related to the rights of the child.

Specifically, the development of the NPCD 2015-2025 will serve as a guiding document to clearly identify the RGCs commitments to children. The NPCD will:

1. Identify and consolidate the existing sectors strategies relating to all rights of children
2. Identify gaps in the sector strategies based on the situation of rights of children fulfillment in Cambodia and the RGCs commitments to children priorities through the Rectangular Strategy and the National Strategic Development plan and its commitments Convention on the Rights of the Child, relevant plans or policy and other documents related to child rights issue
3. Action, measurement and indicators as result based identify to fulfill the gaps of child rights realization in Cambodia
4. the resources, coordination and capacity strengthening to implement the NPCD
