Programme Officer (SE Asia) Salary $15'816 - $ 19'374 Per Annum

CAFOD, one of the UK’s leading international aid agencies, is currently looking for a Programme Officer (PO) to join their SE Asia team based  in Phnom Penh.  This is an exciting time to join the team as we begin implementation of our new 5 year regional strategy.  We are currently recruiting several new roles to help fulfil this strategy so the successful candidate will be joining a newly formed team and will play an important part in determining overall success.

Job Profile
The PO will work closely with the Regional Representative and the Programme Manager (PM) in managing and developing CAFOD’s strategy and programme in line with the SEA vision and strategy

Your role
One of the main responsibilities of the PO will be to identify and coordinate advisory and technical support from other departments and divisions to develop partnerships and prrogrammes.  As well as internal collaboration the PO will develop external partnerships to help achieve regional goals by, for example, developing operational and strategic relationships with relevant organisations and networks such as other members of the Caritas family and INGOs in SEA and Civil Society Organisations.  The PO will also provide support to the Programme Manager and Regional Representative in developing relationships with major donors and government, if necessary.  Programme appraisal, monitoring and review is also key to this role and the PO will be expected to capture learning from this work and feed this back to the wider regional programme work and organisation.  This will extend to working on Project Cycle Management  for projects and partnerships in order to implement the sub-regional strategy and programme, and proposal development in cooperation with and support from the Programme Development and Funding Officer (PDFO) and the Programme Manager

Your profile
We are looking for candidates with demonstrated experience of programme management in two or more of following areas: Governance; Land and Natural Resource Management; Public Private Partnerships; Disaster Risk Reduction and Resilience; WASH  or Humanitarian response. It is important that candidates have previsouly used Programme Cycle Management tools to develop, monitor and evaluate programme frameworks at a strategic level.  An ability to develop and maintain relationships internally and externally will be fundamental to the success of this role so we will be looking for candidates to demonstrate past successes in establishing relationships with key stakeholders.  CAFOD is dedicated to partnership so experience of working through partners is a distinct advantage as is an awareness of trends and changing approaches to development and humanitarian work in the region.
